Ukraine’s Ministry of Digital Transformation Advances AI Infrastructure with AI Factory

The Ministry of Digital Transformation of Ukraine has announced the launch of the AI Factory (Sovereign Artificial Intelligence Factory) project, which will establish a robust national infrastructure for deploying state AI services.

AI Factory will become the foundation of Ukraine’s AI sovereignty. All data will be processed within the country, which means reliable protection of critical information, full control over technologies, and a faster rollout of new digital products for citizens, businesses, and the public sector.

“Soon, the state will have a modern digital infrastructure for creating AI products. This will enable faster processing of requests in state AI services, and crucially, our data will remain in Ukraine. Our own infrastructure is the foundation of Ukraine’s AI sovereignty, allowing us to freely launch secure AI products for citizens, the Armed Forces, and the public sector,” said First Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov.

The first projects to be launched include an AI assistant in the Diia platform to simplify interaction with the state and an AI tutor in the Mriia platform for personalized learning. Later, AI Factory will also be used for initiatives in defense, healthcare, and scientific research.

AI Factory is designed as a true “factory” for building AI solutions. It brings together powerful computing clusters, water-cooled server rooms, secure data storage, environments for training and deploying models, tools for data preparation and automation, as well as integration with registries. An important part of the project is also training programs for technical specialists who will develop and implement AI products for the state and defense sector.

This new infrastructure will strengthen Ukraine’s cyber resilience and allow the government to independently manage data center workloads. As a result, AI-based services will be launched more quickly and efficiently, providing citizens with secure and modern digital solutions.
